Yep, rocket is just another container tool. However, less exposed part of the story is: they also trying to make a open specs for the container app (where rkt is just a refferent implementation of tooling). Bascialy how the conf files should look like and everyone could have glorified apt, yum, whatever but app will just-work on any platform (i.e. no platform jail).
